Penal Code Reform (Part 1) Discussion Paper

On 13th August, 2021, the Commission published a Discussion Paper titled “The Penal Code: Is It Compatible with The Bill of Rights?” for public consultation. The Discussion Paper proposed the amendment or repeal of specific provisions within the Penal Code to ensure compliance with the Bill of Rights.

The public consultation period commenced on 29th December, 2021 and concluded on 15th March, 2022. Following the consultation process, on 4th October, 2022, the Commission submitted its Final Report titled “The Penal Code: Is It Compatible with the Bill of Rights?” to the Hon. Attorney General. The submission was accompanied by the proposed Penal Code (Amendment) Bill, 2022.
